DeEtte Bulloch, Realtor® is a lifelong resident of Cedar City and raised her family here. She has watched it grow from a very small town to what it is today. Dee has always loved looking at houses so becoming a Realtor® in 2006 was a natural choice for her.

Having watched the development of the area for so many years, she is familiar with all the different subdivisions in Cedar City and the surrounding areas including Cedar Mountain properties.

Justin Olsen, Realtor® moved to Cedar City in 2016 to attend Southern Utah University. He graduated with a Bachelor's degree in Spanish in Spring 2021. After working with Chad for a period of time, it was evident that Justin would be a good fit for Property Management, so he stepped into the role of Rental Administrator. After working with tenants, he felt he could help them make the transition from tenant to homeowner.

Justin obtained his Realtor® license in August of 2022 and has been working with tenants to help them achieve home ownership.

He is an active participant in community events, particularly his involvement with Cedar Valley Community Theatre. In his free time, he enjoys listening to and singing along with music, playing video and board games, and spending time with friends and family.

Chad Moody, Co-Owner/Realtor® became a partner in J&E Property Management & Sales, LLC in 2020. He was licensed and worked as a Realtor® in Las Vegas, NV for five years prior to moving to Cedar City in 2009.

Prior to partnering with Elaine, he spent about five years as their Maintenance Coordinator. During that time, he built a successful home and office maintenance business which continues to grow and provide services for J&E as well as other clients.

Chad is very sociable and enjoys building relationships with his clients. He is dedicated to finding the perfect property for everyone he works with.

Elaine North, Co-Owner/Principal Broker moved to Cedar City in 1989. She worked in Office Management for over twenty years and became a licensed Realtor® in 2009. Prior to opening J&E, she worked for another Property Manager where she gained extensive experience in the accounting side of the business. Elaine managed all aspects of the financial management for J&E Property Owner's accounts including accounts receivable and payable, utility transfers, collection of rents, and refunding security deposits until she took on the role of Principal Broker in 2021. With her new role, she has brought on additional staff to handle the daily operations while she continues to oversee these operations and manage the accounting responsibilities of the business.

Elaine has served as treasurer for the Iron County Board of Realtors and as a board member of the Utah Apartment Association for two years.

In addition to managing the Cedar City office of J & E, Elaine is also the Branch Broker for our Duck Creek office.

Cindy Laffoon, Realtor® is a dedicated professional with over thirty years of experience in office management and administration and has been a licensed Realtor® in Cedar City and surrounding areas since 2017. She is an active member of both Washington County and Iron County Board of Realtors and was voted Iron County Board of Realtors Rookie of the Year in 2018. She has served on the Utah Association of Realtors Grievance Committee and has been involved with other committees with the Iron County Board of Realtors and the Iron County Home Builders Association.

Having relocated here from Las Vegas in 2012 she became familiar with all the facets of moving from a big city to a small town. She has embraced the small-town lifestyle, which took her back to her roots of growing up in a similar community in Colorado.
